What Can It Be? Front End or Wheels?

In the handful of previous VW's I've owned (66 Ghia, 62 Bug 64 Bug 61 Bus 67 Squareback) I have yet to see this.......... Without having the proper equipment until next week to pull the wheels and look. I'm just cranking em over and visually inspecting. . Hoping that one sticking out belongs on the back.

Mine are 15"s but I'm sure it holds true. Looks like big o tires gets to swap these tires to their proper wheels. Nice that the wheels site said nothing about a difference in offset.
