Intake manifold will have to be replaced. I have never had a VW with the hard start relay. I have never needed it.

If the engine is stock then the stock carb is the best. I would get a carb kit and give it a good cleaning and overhaul and roll with it.

do automatic chokes come seperate? or do i have to buy a whole new carb? cause we think we narrowed it down and i have looked around and have not found a rebuild kit with one. would i be better off just getting a stock replacement?

The choke is not part of the rebuild kit. If your car is still 6 volt a choke is going to be hard to find. If it is 12 volt the chikes can be bought from a VW parts place. A stock replacement carb is also available. Places like Mid America Motorworks, CB Performance or any other VW specialist parts place can help.

yeah, i think i am gonna have to replace the carb. oh well.
thank you for all the help.

Edit: 5-19-09
it looks like the one who owned it before me did not know what he had, its a 1600cc, NOT a 1300cc. i was kinda hoping it was the original engine, but o well.
that means i will have to replace the carb with one for my engine. or does it?

Yes, you should put a hard-start relay on all Volkswagens whether thet've shown symptoms or not, and that includes cars with new wiring.
