As previously stated, make sure you have a 12 volt horn since you've converted to 12 volt.
Sounds like you are approaching this methodically. My next step would be to test the horn itself. A 12 volt battery and a jumper wire are all you need to test it.
If that doesn't work, it's time for a new one.
