Broken Fuel Pump Flange

After a winter layup of ~ 6 months my fuel pump stopped pumping. I removed the pump and in attempting to remove the bakelite plastic flange, which was very tight, it cracked and sheared. A piece is stuck down about an inch and a half below the area where the flange sits on the crankcase. It will not move with needle nose pliers. I'm hoping this has happened to someone before who came up with a good way of removing the piece stuck without have to remove the engine and split the crankcase.

Maybe an easy out or a lag bolt to cut threads and grab the plastic. Then you could pull on tool and hopefully get the plastic out. Otherwise, pull the pulley and oil pump and fish out the pieces.
