I picked up some repair panels from a guy who finished his project. Got 2 of these (one right, one left): TAB-400-582 - RIGHT REAR WHEELHOUSE LOWER FRONT SECTION UPPER PART 8H X 8W - BEETLE 46-79. That's a Klokkerholm made item, with Cip1's part number. Klokkerholm's number is 95 10 54 2. Its not shown in the replacement panels diagrams, so not too sure where it fits. Any ideas?

Sorry ...I never was good at puzzles!

I have the tall panel that you show in your photo ('lower rear quarter panel section, passenger side' ...as Klokkerholm describes it ...). So, are you saying that the small panel would be used INSTEAD of the lower rear part of the quarter panel section ...the piece with 2 holes and nuts welded on the back??
So this smaller panel would not have the holes and welded nuts??? Or am I way off???
