Question- on the single port heads, is there a 1500cc and 1600cc head or is the difference in engine capacity factored in by the sleeves/pyston bore/stroke??

For a single port head, there is no difference from 1500 to 1600. The difference is the cylinder size.
You are inferring that someone was CC'ing a head to measure the combustion chamber size.
This is done by laying a piece of plexiglass with a hole drilled in the center and set into the head where the cylinder would set. With valves in the head, you use a syringe with oil and measure the number of CC's of oil for each. If they differ, you would grind out a bit of the combustion chamber to match each to the same size.
