flat 4 (t3) engine query

Hi.
I'm working on an oilcooled t3 engine. I noticed a tube going into the manifold via the twin port aluminium part (only on one side). Not sure where the tube leads to (into the van)....and of importance to know, what it is for.

Id also like to understand how this system works... I see it has 2 different fuel sources leading into the carburettor....how does that system work? Where is the other pipe that isn't directly from the fuel pump coming from??
