All `66's would have the F series motors unless it was not a Deluxe in which case it would have come with a 1200 motor. The 1500 motor began at the start of the `67 model year.
Yes, I would say that the 12V system is a very original looking conversion.

The first thing I would do is confirm that the engine in the car was originally a 1300. A 1300 engine would have a serial number that begins with the letter F. If you turn your engine clockwise by hand with a wrench or socket, it will make sense. Stop turning before the zero mark reaches the top and you are before top dead center.
