Looks like one outer, though tough to tell with the fenders off. They're pretty easy to re-index. You should get yourself an angle finder at your local hardware store, that's really the only way to set the spring plates correctly.

Yeah, many people shave the turn signals and just multipurpose the running lamps inside the headlight bucket. That's how mine are as well.
