As is on many years, on the 1966 there is a plastic plug with a Phillips #2 head in the "B" pillar. Just bellow the grab handle. This is the factory location for the shoulder portion of the seat belt. EISparts.com or Jbugs.com or many other VW places offer 3point seat belts between $30 and...
