Alot of time I have found that is you heat it up the rubber a little and then bend the flaps open to slip it on that is a little easier

Well, you probably have the power input into the wrong pin, or the system isn't carrying enough power to full through the system, which means you have a bad wire somewhere

Try tightening up your starter wires, then make sure your battery is full of water.

make sure to cover the opening where the fuel pump once was.

Did the 66's come with a rear?

I have a set of highbacks sitting in my scrap 66 beetle, I don't know they're year, but they seam to be about a perfect fit.

In my opinion, dump the twins, according to the book "how to hot rod your vw" it sounds like you've over carburated your engine, its probably killing gas mileage too. Thats my 2 cents

If adjusting it doesn't help, see if your float has full range of travel (pop the cover off and see if the bar touches metal), if not clean it
