Wiring Headlights

Hello! I have the wiring diagram for the 66. However, I am a little confused here. My question is concerning the ground cable. Does it goes from the chasis to 31 on the headlight plug? or there is a brown wire from 31 to the screw next to parking lights?
any help would be appreciated.

Hubcap clip conundrum

I purchased a 1966 a couple of months ago. The wheels do not have clips. How do one install the hubcaps? The wheels have the VW logo and also say 4J x 15.
